Dr. Olumuyiwa Benard Aliu (CFR) is a distinguished Nigerian aviation expert, aeronautical engineer and global aviation leader. With more than three decades of experience in civil aviation, he served as the 5th President of the Council of the International Civil Aviation Organization (ICAO) from 2014 to 2019, providing visionary leadership that shaped international aviation standards, safety and sustainability.
Born on 13 April 1960, Dr. Aliu earned a Master's Degree in Aeronautical Engineering from the Kiev Institute of Civil Aviation Engineers in 1983 and subsequently obtained a PhD in 1987.
He began his professional career with the Federal Ministry of Aviation in Nigeria in 1988 as a Senior Airworthiness Surveyor. Through dedication and exceptional expertise, he rose to become Chief Air Transport Officer at the Federal Civil Aviation Authority (FCAA) in 1993. Between 1998 and 1999, he served as Technical Assistant and Adviser to the Nigerian Minister of Aviation.
Dr. Aliu later became the pioneer Director of the Directorate of Air Transport Regulation at the Nigerian Civil Aviation Authority (NCAA), where he played a key role in shaping aviation regulation and policy in Nigeria.
In January 2005, he was appointed as Nigeria's representative on the Council of the International Civil Aviation Organization (ICAO). He subsequently became First Vice-President of the ICAO Council and chaired several strategic committees, including the Joint ICAO/AFCAC Aviation Safety Meetings in 2009.
Following the completion of his tenure as President of the ICAO Council in 2019, Dr. Aliu established the International Partners for Aviation Development, Innovation and Sustainability (iPADIS) in 2020, an organization dedicated to advancing aviation development and sustainability worldwide.
In recognition of his exceptional service to global aviation, he was appointed Lifetime Goodwill Ambassador of ICAO by resolution of the Council.
